For schools with three rounds, it's generally best to apply in rounds 1 and 2, especially if you are an international student. Typically, there is no difference between rounds 1 and 2 for most schools (exceptions include Columbia). Applicants to round 3 are generally at a disadvantage as schools have filled up the majority of class spots by then.
